AR Statement randomly shows hidden section

Hello all,

Trying to determine why the R03B5001 Statement Print PDF is randomly showing a hidden section.  The hidden section is Customer Level Header that contains just the customer ABN and name.   I have verified the Visible option on the section properties Advanced tab is clear and there does not appear to be any event rule that would make it conditional.  My understanding is that the information contained in a hidden section should not print on the report.   So why does this section ever appear in the report?

Attached is a screen shot of the March and April statements for the same customer, in March the hidden section shows but in April it does not.
