Back-to-back order stuck

Hi All,

Need your help to accelerate my back to back order cycle, I am following the KB article Back-to-Back Sales Order Cycle In Order Management (Doc ID 751325.1)

My order is stuck at the 'supply eligible' status at line level tried to create multiple orders however all are stuck at same status after progressing the order. Tried with both sourcing as well as without sourcing rules as mentioned under the doc id. Please assist me at the earliest. I am using MIXED order type for the cycle.

We are in the Vision instance, R12.1.3. Below is the form details
