OEM 13c not detecting defaults incidents

I have install and configure OEM 13c to monitor our TEST database.  I see it monitoring the performance and sql.  However, there was an ORA-1688 unable to extend table in tablespace error in my alert logs.  Yet, I do not see anything in OEM detecting this.  I understand that you can setup custom incidents and notifciations.  But, OEM should be configured by default to notify us of these errors out of the box?  At least that how it was with OEM12c. 

Please let me know if I'm missing a configuration or a setting I need to turn on.
