Refunding a Voluntary deduction - after RUP 10

HI all,

I am creating a new element to refund a voluntary deduction per the doc

How to Refund Voluntary Deduction When There are No Earnings (Doc ID 2324401.1)

We are on 12.1.3 with RUP 10, but I still receive the Negative Net Earnings error message.....

Any thoughts?
