Stumped creating a custom menu for Manager Self Service

I'm trying to create a custom Manager Self service menu that only contains the Function for terminating employees. The problem I can't get around is that no matter what combination I try, it always requires that I also include the Manager Actions Tree View Function. I don't want that menu item because it contains several action that we don't want available to managers yet. We only want them to have the ability to terminate their employees. I could really use some help on this.
