Mass update to change department on routing

I am looking for the quickest and easiest way to do a mass update to approx 60 routings where I have to change the department.  Nothing about the resources is changing but by simply adding the new department after end dating the current op step I have to go to the resources and re add them manually.  I have thought about trying to utilize dataload to do this but even that is extremely cumbersome to navigate through and do and to get the resource data I would have to look up one by one anyways.

The reason for the change is how we utilize Production scheduler and being able to quickly separate the resources that the master planners plan for.  So if anyone here better understands PS and can help me figure out a better way for PS to break out these resource groups rather than redefining a department I am all ears.  Until that time I am heading down the road of creating new department and changing these routings.
