Siebel Loyalty Specify List of Members for Promotion

Hello everyone,

i'm wondering if there is a built-in functionality in Siebel Loyalty (8.1) to somehow enroll specific list of Program members, through a file, into a promotion so that it only applies to them whenever a specific type of transaction is created.
