Flatten Workspace

While trying to flatten the WorkSpace with the command as listed below, getting an error message.

Tools\BIN> siebdev /c \Siebel\Tools\BIN\enu\tools.cfg /l enu /d POC3 /u sadmin /p pwd /FlattenWorkspace /DisableWorkspace /DropIndexes SIEBELDBA pwd DB2UDB

Error Message: "Only owner of root workspace can deliver a workspace. Please login as root workspace owner.(SBL-DAT-60301)" Not sure what login to use in this command to fix this error message.

I have tried with SADMIN user. SIEBELDBA is the TableOwner. Is SADMIN missing any privileges ? Can't use SIEBELDBA as it's not setup as a user.

The DB is having in non-delivered workspaces.
