Primaver 16.2 Client Version - Some loops stop the project from scheduling until the loop is removed

Why do some scheduling loops (circular relationships) stop the scheduling process and some let it continue scheduling. I believe it may have to do with the project override and whether or not the activities in the loop are completed or not. I would like to know what the rules are for how it either continues to schedule or doesn't. Also is there a report or some way to easily identify scheduling loops?
