How are you handling the AME Surrogate errors when hitting top of heirarchy?

We're using EBS 12.1.3 and use the AME Chain of Authority hierarchies for our Invoice Approvals.  We do utilize the Vacation Rules, but, we never want our CEO to see an error message from Oracle.  If the Vacation Rule is forgotten and it times out there will be a Surrogate error.  So we want to capture this and handle it so the CEO doesn't have to do anything.  How is everyone else handling this?
