Not allowed to book sales order based on a specific condition

Hello Experts!

We have a business requirement to not allow the sales order to book if total ordered Items volume exceeds 15.

We can calculate the total ordered items volume through a procedure but how can we prevent the order from booking when the condition is met?

How can we achieve this best?

Validation template and processing constraint?

Can we Apply Hold based on a condition?

Personalization?

Any other idea?
