Applying Siebel CRM 18.4 patch on top of IP17

Is the 18.4 release only for ses or AI also? On installation if we select the ses Oracle home, its working fine, but when selecting AI it creates a siebsrvr folder inside the AI directory, and the URL does not come up. Nowhere in the document is it mentioned if its for both or only for ses.
