Outside operations in manufacturing with several suppliers

Hi all hope someone can help me

Customer is on JD E 9.2 and they want to implement the manufacturing process with outside operations but they have the following scenario:

All the process is an outside operation for this manufactured item.

Customer just provide some materials, so the route has one single step.

But they have fifty suppliers all of them are actives.

They need to create the purchase order using the R31410 report.

Considering that the purchase order is created using the supplier directly from the route step.

¿How can I create the purchase order for the outside operation for every supplier ?
