Sales quotes and Work Orders

I have a configured sales quote that is generating work orders. I do not want a work order generated until the quote is released to a sale order. Is this a setup problem? Looking for areas to investigate. My processing option for commitment is set to 1 for Commit to Quantity 1 or Quantity 2 in my P4210 version
