11i to R12.2 upgrade : TUMS report clarification

Hello,

I have a quick clarification on TUMS R12 report.    We are peparing to upgrade our 1st instance from 11i to R12.2 and executed Tums report.   As per report , Chapter 3 :  Planning and Performing Pre-upgrade tasks  --->  there are no items here.   Does this mean , I can skip all the pre-upgrade tasks

Chapter 4 :  Performing the upgrade ---->>  there are a bunch of tasks.    -    Should we verify all these for pre-upgrade

Please clarify
