Why do some records in the F06136.YTDG (Year to Date Gross) Not Equal the Sum of Jan-Dec Monthly Buc

I would like to use the Year To Date Gross Wages in the F06136 for reporting purposes, but there are some (~5%) records where the Year to Date amounts don't equal the Monthly Buckets.  I would like to understand the scenarios that could create this issue.  (I don't think these are a result of changing Summary manually).
