Can I protect create Pr or PO with Item has no correctly UOM conversion

Dear all

When create PR or PO to buy some items which has no UOM conversion such as

I create PR or PO for Item AAA in UOM Box (AAA set primary UOM = Each) ,but no conversion Each to BOX for item AAA. Then when check on hand of item AAA it was record in UOM = Each.

So can I have solution to protect create PR or PO with item has no correctly UOM conversion?

By the way my oracle version

RDBMS : 12.1.0.2.0

Oracle Applications : 12.2.6
