Siebel WebTools hangs with patchset 18.4

Dear Siebel experts,

We noticed that after applying patchset 18.4 we are not able to deliver any dev, or int workspace into the MAIN.  When I press Merge in Deliver Workspace it just hangs for ever. In log there is nothing we can look at .. last statement is to update/insert Workspace table.  There is no WS_DELIVER_xxx_.log file created as before.

Steps:

1) Under the Main Workspace create dev workspace and make changes according the instructions

2) From the Workspace menu, choose Checkpoint, Submit for Delivery, and then Deliver.

3). Click Start Merge in the Deliver Workspace dialog box.

I opened SR for this, but if would know something we can check, some hidden parameters or logs,  it would be great to know.
