Org_id/ Content_owner_id is -99 for new tax setup

Hi,

I've setup new tax setup (regime, tax, statuses, jurisdiction, recovery rate, tax rate, rules) for new OU and found out that org_id/ content_owner_id is '-99'.

For instance, CONTENT_OWNER_ID = -99 in ZX_RATES_B table.

CONTENT_OWNER_ID is described as Party tax profile identifier for configuration owner of this rate. But I have Party Tax Profile setup for new OU and respective tax regime assigned.

Any ideas why it happened?
