Can we restrict non project members to enter the Purchase Requisitions

Dear Folks,

We have a requirement,Can we restrict non project members to enter the Purchase Requisitions?

Expense report against project - Project fields should be mandatory for the project or can we have  separate responsibility or separate form should be created where project related expenses can be entered by making the project fields mandatory.
