UBE R40840 is not updating Sales Order detail lines for Basic Preference 44 - Commission.

We use Basic Preference to calculate Commission on our Sales Orders.  Sometimes we change broker for our customers.  It is reflected in the system by  changing the set up with effectivity dates.  I am trying to set up UBE R40840 to run in batch mode and update open sales orders impacted by the change.  However the UBE is not updating the data.  I will appreciate any help with this.
