Award option not available in collaboration team member having full access

I have a scenario in Oracle Sourcing: One user (Creater) have added a collaboration team member (Supervisor) with full access. But after RFQ closure Supervisor is not able to Award RFQ.

Creator have access to Award by Quote but supervisor have not access of Award by Quote. only Analyse by quote is appearing in Supervisor Login.

As per oracle if a collaboration team member have full access then he/she can award RFQ.

Is this a configuration issue or Bug?

Help required to resolve it?
