Manage overhead accounting rule is not applying the Overhead cost

Overhead accounting rule is created on percentage basis for all PO Receipts. when the item is received and all the relevant processes are run, I don't see the overhead % applied on either at the transactions cost or at the item  level in Review cost screen.

The Rule appears but the overhead cost is 0
