Conditional Operators for Custom Report parameters screen

Hi,

I'm trying to figure out what is the PUBLIC screen set that is being used for report input parameter screen.

When you get into the Reports screen and choose any report to Run, it takes you to the input parameter screen where you input your report parameters which is where I want to set the default conditional operator as 'Same As'.

We are in OTM v6.4.2
