Supplier User registration approval - Issue with USERPROFDIST_ADD_CI

We are updating our system currently from FSCM 9.2 PI 23 to PI 26. During testing found that supplier user approval was not working. Based our troubleshoot found that component interface USERPROFDIST_ADD_CI is missing permission. Before PI 26, USER_PROFILE CI was used. Could someone shed some light on why is moved from USER_PROFILE to USERPROFDIST_ADD_CI ? Appreciate the assistance on this
