12c : Bundle patch vs PSU

Hello,

we are in 12c with April 2017 cpu  .     We are applying patches to meet the EBS r12.2 upgrade requirements.    As part of the requirements ,  we need to apply

Patch 27486326: DATABASE PROACTIVE BUNDLE PATCH 12.1.0.2.180417">

My question is ,   we were planning to apply 27338041:  DATABASE PATCH SET UPDATE 12.1.0.2.180417 (Patch).         Do we need to apply    PSU 1st  and then followed by  Bundle patch    or only Bundle patch.
