Online Supplier Registration and Bidder Registration

Hello,

We have been looking at implementing Supplier Onboarding which we have been told can be implemented if we own the Purchasing and Accounts Payable modules, which we do.  The presented impression was that Supplier Onboarding could also be used to capture bidder information.  However, in reading PeopleBooks it seems you have to have the Strategic Sourcing module too.  Is that correct?  Or can we still collect bidder information without using Strategic Sourcing?   If so, can we view and access the information in the Bidders Master record?
