FACTOR_CONTEXT column of DV$CONFIGURATION_AUDIT populated in some databases and not others

In some databases this column has lots of information (e.g. PROXY_USER) and in others just has "<fl></fl>".  Please advise what this depends on, I need this information for effective auditing
