multiple Approvers to approve the rate record

in Oracle Transportation Management (MOSC) Question

Not able to have multiple Approvers approve the rate record

Users created rate with rate maintenance and expects 2 Level Approval process. In the rate load definition , we have created two involved party. But when the first Approver approves the rate.  OTM not considering the second Approver in approval hierarchy.
