Ship set not populated at the time of line entry

Hi All,

I created an order and entered few lines, but the ship sets not populated automatically. I had to manually enter for all the lines.

Can you please let me know if there any configurations to follow for it.

Please note that order source is 'E-Ordering' and  Assign New Ship Set For Each Warehouse system parameter is set as Y and profile option 'OM: Assign New Set for each Line' is not set at any level.
