Can RAC 12c software be installed on server with database already running?

Already have version 12.1.0.2 running a production database.  Not sure if RAC 12.2 software can be installed while the database is up and running.  Do database and listener need to be down for the RAC software to be installed?

The database is single instance, datafiles reside on the file system not ASM.
