SIM Not publishing email notifications

I've SIM version - 15.0.2 installed. I can see messages are being logged into the NOTIFICATION table but it keeps sitting there. All the publishers are up. No record in MPS_STAGED_MESSAGE. There is nothing in logs either.

Any suggestion is welcome.
