how to add a LoV on attachment description field

we need to match the text entered in attachment description field with business classification.

Document Name= /oracle/apps/fnd/framework/attachments/webui/FND_ATTACH_UPLOAD_PAGE

need help with converting the 'Message Text Input: Description' field into a list of value which can be mapped to either  lookup = POS_BUSINESS_CLASSIFICATIONS or a value set.

not sure if we can achieve this using personalization
