How can the F4111 and F41112 be reconciled after F4111 purge?

We have a mess! I have learned that many years ago there have been records purged from the F4111, and the F41112 use to be REgenerated once a year. How they have managed to keep these files reconciled I will never know.

Now the F4111 is getting very large and I am trying to purge records from it, but when I do BF records show up on the Item Ledger Detail Report (P41540) that shouldn't be there.

We are on World A9.2
