Supplier Contact Address that is separate from the Supplier Site

We are on Oracle EBS 12.1.3. We are looking to use the Oracle TCA as the party master for the entire organization as well as serve for transactional use in EBS, such as in Procurement and Receivables.

We are currently faced with the following situation: We have multiple contacts for several suppliers. The contacts are at the same location in a general sense (e.g. the building, campus, etc.) but have Department or mailstop or some other additional line in the addresses compared to the supplier site. We have resorted to creating each variation in the contact site as a separate supplier site. Each supplier site thus also results in a party site. We want to restrict the proliferation of supplier sites, and party sites, in such situations. I am interested in understanding how others have approached this
