Pick slip allocated out of FIFO

We have the inventory commit preference on the branch plant constants set to 3.  We had an order today that committed several "newer" lots even though we had many with earlier expiration dates.  What might trigger that to occur?  At first I was thinking customer shelf life preferences but we don't have any set for that item / customer.

Also in possibly a related issue we had another order hard commit to the primary location.  I would not have expected that to happen.

We are tools and apps 9.1
