Security class access migration issue in HFM EPMA application

We have distributed environment

Server 1-  EPMA, Foundation, Reporting, Web server

Server 2 -  HFM Server 

Server 3- HFM server

Server 4-  FDMEE

Server 2 and 3 form our HFM cluster.

I am trying to migrate security class access between 11.1.2.2 and 11.1.2.4 HFM EPMA application.

Migration is failing with below error

I came across this document Oracle Doc ID 2213784.1 and I am wondering if the cause and fix applies in our case. Experts please suggest
