Not able to convert into XSL

Hello All,

We have developed XML tags to implement ACH solution by using Payment Manager functionality in Oracle Payable.  The problem statement is we have done all the tags in Notepad++ then we saved the same file in xsl file format but when we open the same XSL file there is no code is visible.  Any pointers on this highly appreciated.
