rconfig error - Cannot determine if cdb or not

I am following Oracle MOS Document ID: 1913937.1 - STEP BY STEP RMAN DUPLICATE Database From RAC ASM To RAC ASM to create copy of Production to test CPU Patches.

Step A Setup Oracle Clusterware/Grid Inftastructure - Completed

Step B Clone using RMAN Duplicate - Completed

Step C - convert from Single Instance to RAC

          1) Copy ConvertToRAC to <file name>  - Completed

          2) Modify XML file - Completed

          3) run RCONFIG to convert to 2 Node RAC

                    ERROR: Cannot determine if cdb or not

rconfig logs show :
