Problem loading compensation elements into PSPB HCP cube

We have a Public Sector Planning and Budgeting application that is hosted.  I replicated the app on my test system located on premise.  Using a load file that works on hosted solution , I tried loading onto my test system.  Planning said it loaded successfully with no errors, but the data can't be found.  It seems to be specific to my system.  Has anyone experience this?  What could be the cause?
