Does BP 180118 on Win 2012 R2 COVER patch 24409072?

Hey, gurus,

I recently have an issue with creating an Oracle 11.2.0.4 DBCONSOLE. Basically, the dbconsole can not be brought up with Window's exit code 1066. I did check the Microsoft  site. Not surprisingly, I have to contact "the 3rd party vendor". In my case, it is Oracle. 

I placed a SR and received a suggestion of trying to apply for patch 24409072. BUT, I am on BP 180118 (27162965) already. My question is whether I have to roll back the late super patch in order to apply a patch that was issued in year 2016 ? I thought superseded patches would have covered all lower level patches.
