MO : Operating Unit Profile Value at Responsibility Level got skipped and value at site level got de

Hi Team

This is Dhanu.
In my current assignment, We have implemented Oracle Internet Expenses (OIE),
I could not see any group related to that module so posting the question here.

The issue we observed is as below.
The profile  MO: Operating Unit is set to "US OU" at Site level and for a Canada specific (OIE) custom responsibility, we set the value to "CAN OU" at responsibility level.
There is  no change whatsoever in this setup since a few months.

We observed that sporadically, whenever the User X logs in into Oracle ( He only has access to Canada Specific Custom Responsibility/role) and tries to create an expense report.,
