Cross-Validation Rules Applied to Actuals but Not Budgets?

Does anyone know if it's possible in the EBS R12.2 GL to apply a cross-validation rule to Actuals in a ledger but not to Budgets in the same ledger?

I'm assuming the answer is NO.  But one of my users wanted me to find out, even though I don't fully understand his purpose if this functionality were available in the EBS GL.
