How to set up Buy Item A Get Item B or C in Promotional Item Modifier ?

Hello,

How to set up in Modifier for the promotion scheme which is "Buy 1 Item A and Get 1 Item B or Item C".  If customer buy Item A, they can choose to get Item B or Item C ?
