adop behavior on multi-nodes shared APPL_TOP ?

2 applications nodes on a shared APPL_TOP

my understanding of adop tool behavior in case the env have multi-nodes apps servers on a shared APPL_TOP  was, that the tool  was doing all appropriate actions automatically on all the nodes.

On one of my env, i've noticed in OAM that one of the node (the one we are launching adop) is up to date in terms of CONTEXT_FILE and the history contains lines regarding patchs applied since we upgraded in 12.2 but the other one has not been updated since the upgrade and there is no history at all.
