Taxable Shipping and Handling Charge

Hello,

We add billable shipping charges to orders through Work with Shipments (P4915).  We then run the Freight Update program (R4981).  When the line is added to the sales order it is flagged as taxable.  Is there any way to change this so it comes in as non-taxable?

We are on tools / apps 9.1
