PO Status is Cancelled with a Budget Status of Not Checked

My Client has a PO that is in a cancelled status with a budget header status of not checked and I am unable to reproduce it. When Cancelling a Purchase Order it will go to Pending Cancel with a header status of not checked, but it is unable to be dispatched until it has been budget checked. Is there another method to get the result PO Status: Cancelled, Budget Header Status: Not Checked?
