IP2017 Performance Slow

Hi, we just recently upgraded to IP2017 (actually 18.4).  We finished the upgrade steps and are in the process of validating the application.  However, the performance of the application is really slow.  This behavior is exhibited in both Thin Client as well as the Dedicated client. 

Has anyone encountered this problem? and if so, what was the resolution?  We have an SR opened regarding this, but I thought the Community members might have some ideas that can be shared.

We are on Windows 2012 server, and Oracle 12c database.  We ran the stats based on a NOTE:781927.1 recommendation on performance tuning.
