How do I get transportation basic preference 31 to work when I create a sales order and shipment?

In JDE E1 Release 9.2, transportation basic preference 31 is ignored when I create a sales order and shipment.

I created records in basic preference 31 to add two accessorial charges to a shipment for a single customer. I created several rate definitions for options and equipment and also created the corresponding inclusion rules.

Then I created an "options and equipment" rate schedule to attach as a "subsidiary" schedule to a main or "parent" rate schedule.

When I create a sales order for the specific customer the shipment is created automatically. However, when I inquire on the shipment, neither of the accessorial charges appear.
