How to Setup 100% Tax Recovery Rate For Specific Tax Rate

Hello,

We have 45 tax rates which the recoverable rate is "0" zero, i would like to setup 100% recovery on ONLY 1 tax rate. ( Remaining all the 44 tax rates should be "0" zero tax recovery rate).

How to fulfill this requirement ?
